CUER Fellows Comment on Rockaway’s Pipeline

On behalf of the CUNY Center for Urban Environmental Reform, CUER Fellows Andy Jones and Ethan Middlebrooks recently submitted comments to the Federal Energy Regulatory Commission’s Draft Environmental Impact Statement (DEIS) on the Rockaway Delivery Lateral and Northeast Connector Projects. Andy Jones’ comments focused on the need to treat the Rockaway Delivery Lateral and the Brooklyn Queens Interconnect as related actions, subject to a holistic analysis under the National Environmental Policy Act. Ethan Middlebrooks’ comments focused on the environmental justice issues that the FERC cursorily dismissed in the DEIS. Both sets of comments grew out of coursework the two CUER fellows completed under the supervision of Professor Andrea McCardle.
